Overview and Services Rendered
The Technical Services Department is responsible for the provision, maintenance and upgrading of core municipal infrastructure that supports the delivery of basic services. The Department ensures that municipal infrastructure is expanded, upgraded and maintained in accordance with engineering standards, statutory requirements, sector norms and service delivery obligations. It also oversees consumption-related services such as metering, monitoring and loss control to ensure accurate billing and efficient resource usage.

1. Energy Services
Services Rendered:
- Operation and maintenance of the municipal electricity distribution network.
- Installation, repair and upgrading of electrical infrastructure (substations, lines, transformers, streetlights).
- Ensuring compliance with electrical safety standards and licensing conditions.
- Attending to power outages, network faults and emergency electrical repairs.
- Street lighting maintenance to support safety and visibility.
- Energy efficiency initiatives, electrification projects and network expansions.
- Supporting reduction of technical and non-technical electricity losses.
2. Water and Sanitation Services
Services Rendered:
- Operation and maintenance of water treatment, storage and distribution systems.
- Ensuring reliable water supply to households, businesses and institutions.
- Maintenance and upgrading of sewer networks, pump stations and wastewater treatment works.
- Responding to water leaks, sewer blockages, burst pipes and sanitation failures.

3. Technical Consumption Services

- Ensuring correct configuration and management of prepaid and conventional metering systems.
4. Road Infrastructure Services

- Construction, maintenance and rehabilitation of municipal roads.
- Maintenance of stormwater drainage systems, culverts and channels.
- Grading and blading of gravel roads and access routes.
- Patching, resurfacing and pothole repair programmes.

5. Capital Projects Management

- Managing MIG, WSIG, INEP, BFI and other grant-funded projects.
- Ensuring compliance with engineering standards, procurement processes and project governance.

- Preparing project close-out reports and ensuring handover to operations.
