Gamagara Local Municipality invites interested and suitably qualified candidates to apply for the following positions based in Kathu, John Taolo Gaetsewe district, Northern Cape Province MUNICIPAL MANAGER (5 YEARS FIXED TERM CONTRACT).

TOTAL REMUNERATION PACKAGE: R930 409 – R1, 208, 463 (based on Regulations of Upper Limits for Municipal Managers & Senior Managers)

Requirements: Bachelor’s degree in Public Administration/ Political Sciences/ Social Sciences/ Law or equivalent at an acceptable institution; Postgraduate qualification in fields related to Public Administration will be an advantage; Certificate Programme in Municipal Development for Accounting Officers of Municipalities as is provided in the Regulations; Experience: 5 years minimum relevant experience at a Senior Management level and proven successful institutional transformation within public or private sector.

SECTION : BUDGET AND TREASURY

MINIMUM REQUIREMENTS: National Diploma or NQF Level 5 in Purchasing or equivalent qualifications. 1 to 2 years relevant experience. A Valid driver’s license. Advanced computer literacy. Must have obtained or be pursuing the Minimum Competency levels qualification (CPMD, MFMP or ELMD) as prescribed by Municipal Minimum Competency Regulations, 2007. 

KEY PERFORMANCE AREAS: Filing of bid records. Sourcing of Quotations from service providers. Provide secretariat in bid committee meetings. Coordinate and control procedures in respect of procurement. Receive and verify information recorded on requisition books. Developing drafts of tender notices. Ensure compliance with Council‘s Supply chain Management Policy, SCM regulations, Treasury regulations and other applicable legislation. Interact with suppliers and vendors. Conduct quality checks of products and administrative systems and discuss observed deviations with supplier to facilitate rectification. Performs specific administrative tasks associated with functionality by collating and verifying transactional documentation (requisition, delivery notes etc.). Compile SCM reports. Make follow-ups on outstanding orders.

MINIMUM REQUIREMENTS: National Diploma with Accounting or NQF Level 5. Coupled with relevant experience, preferably in a local government environment. Computer literacy is a pre-requisite. Knowledge of Sebata FMS will an added advantage. Excellent interpersonal and communication skills. Office administration. Communication and writing skills. Ability to meet deadlines and perform under pressure. Energetic and able to initiate action.  

KEY PERFORMANCE AREAS: Monitoring of customer accounts and recovery of outstanding amounts. Completing details on reminder notification indicating amount outstanding and circulating to account holders. Interacting with service departments with respect to disconnections/ reconnections or resumption of services. Preparing documentation and records for handover to activate legal proceedings and collection. Documenting payment term arrangements as agreed to with customer and/ or executing write off sequences for unrecoverable debts upon approval. Provides support with respect to specific activities/ requirements associated with the functionality of debt collection section. Attending to specific correspondence/ telephonic enquires, communicating and providing routine information and/ or referring queries to appropriate departments/ personnel for attention. Reports on debt control when required.

Expenditure (Budget and Treasury section) Requirements: Three year B. Degree or equivalent accounting qualification. A Minimum of three years relevant experience in a financial environment. A valid code EB driver’s license. Computer literacy knowledge of Microsoft Office (especially Excel and Word). Knowledge of GRAP and Municipal Finance Management Act will be an advantage. Good verbal and written communication skills. Analytic thinker with interactive skills. Excellent knowledge of budgeting, accounting and financial reporting

Debt Collection (Budget and Treasury) Requirements: Degree/National diploma in Financial Accounting or Management Accounting, 3-5 years’ experience in finance. Good knowledge of Basic Accounting System and BAS. Willingness to work outside normal working hours. Must have knowledge of Section 45 of PFMA act. Knowledge of Safety Web will be an added advantage. Computer literacy.
